Oxfam America

A Great Catch

"Give a man a fish, and he eats for a day. Teach a man to fish, and he eats for a lifetime." Oxfam America is taking that old adage one step further in Cambodia. One of 11 agences that make up Oxfam International, the American-based group is committed to "lasting solutions to poverty, hunger, and injustice around the world."

In 2000, Oxfam America became part of a coalition of local and international nongovernmental organizations (NGOs) working to promote conservation along the Mekong and Tonle Sap while supporting Cambodians who fish. An official project of the NGO Forum, this alliance, called the Fisheries Action Coalition Team (FACT), is strengthening local management of the country's fisheries resource. It is doing this by working directly with fishing communities. At the same time, it is also communicating the fisherman's interests to a broader audience. That way they are developing a voice in national and regional policies. FACT's success is stretching its own resources, pushing it to expand programs and capacity. To meet that end, it has recently become a separate institution outside of the NGO Forum.
